Uploading settlements for others can use

I have a question I would like to make a settlement then upload the settlement ive built for anyone can use it (If they choose to). I'm not sure if I have to use the creation kit or not. I'm not really planning on starting the built until I finish chapter 3 for I know I have everything unlocked.

You don't need the Creation Kit to export a settlement as a "City Plan" for others to use. (or even just to save it to use again yourself next playthrough, which I know multiple people do)

It's actually a fairly straightforward process, about as simple as it can be to do just the basics - essentially just setting up a couple of things beforehand then knowing where the "Export" button is.

I noticed I have the papyrus in my main fallout 4 doc is that the right one or do I still need to make the ini because I've made it and done a test to make sure it worked and the game crashed

I've tried and made a test settlement build to make sure it worked right and it keeps on crashing my game I've went thro my mcm to check if something wasn't on and can't figure out why it keeps on crashing my game. I seen the papryus in my fallout 4 files and I don't know if that's where it is or not everything I've looked up is from years ago and with game updates I'm thinking it has changed (maybe not)

Then I'm stuck on why it my game crashes I've done it successfully in the past but it was with TS on my old computer
