Those arn't defence platforms, and there's no path up there. - though there's nothing stopping people from actually doing that themselves, since that structure is in place @ L0, so you shouldn't fall a-fowl of upgrading the city, ruining ur work.
They are defence 'structures" though, from PBP, but the general Idea is those are the water/condensation collectors that feed into the main structure... I didn't want to rip-off uituit's "Condenser" industrial plot, by using sheets of cloth ect.

You know how in workshop mode you can turn a picket up object on its z axis. With Place Everywhere you can turn an object you have the cursor on (outlined) and hitting Ctrl changes the axis that is moved.
Indeed. Just to make something clear, to make those work, you don't select (E) the item. All you need to do is highlight it with the cursor, then use the mouse buttons to execute. Be carefull with the tool though. If you move something, there is no going back. AFAIK there is no 'undo' except for deleting and replacing the mislocated part, or loading up a previous save.
