I want and preface with I may not know of an option or tool in the SS2 holotape. I noticed in the cheats section of the holotape there was an option to unlock all tools. So, there might be a tool currently locked that I don't have.
My suggestion is to add an easy way to refresh every plot in a settlement in a single sequence. It could function much like the 'cinematic cut away' that happens when you first build a city plan and the settlers are 'setting' it up. A refresh all tool could zoom out and fly around while every plot in your settlement refreshes back to back to back. This idea would be particularly useful for me because I run into many instances when a plot has upgraded while I was away and some of the assets used in the pervious level remain and are clipping with the new assets of the upgraded plot. Within this proposed tool you could have the option to refresh all plots of a certain type (residential, municipal, etc.).
