I'm deep into my first SS2 playthrough so I thought I'd share some of my experiences. I'm playing component difficulty with most of the "hardcore" settings on and the overall experience has been very enjoyable. At no point have I thought the resources the player can generate are not enough to meet maintenance or construction costs.
It seems I'm not the only one who's noticed that on "hardcore" you will build up more slowly. I have ten settlements, roughly 170 settlers, and at roughly 300 hours playtime for this save. It was not until very recently (say in the last 100 hours, which is a generous window for reasons I will explain soon) that my basic power plots were unable to meet my power needs. The debt in power was in the single digit territory, so I quickly met this need with a non-SS2 power generator. My issue is not a result of playing on "hardcore" it is just that I have put myself into this situation because I had to be more careful with what I was building.
All this is to say; I am now building up HQ and am working on the quest Commonwealth Rising. I knew of the existence of power transfer plots beforehand (because I read about them on the forums) but I was not aware that they seem to be required to progress this quest. I haven't even unlocked them. I find it an interesting (and frustrating) decision to gate the unlocking of the power transfer plot behind a level 3 advanced power plot. Like I mentioned previously, my basic power plot generates 120 power and so I had no immediate incentive to build an advanced power plot (prior to this quest). Now I'm a little annoyed I need to build my first advanced power plot to progress a quest, rather than because I need it, and that I have to wait 15 days for it to upgrade.
However, my main issue is that it seems that the player is not informed that the power transfer plot is necessary to complete this quest. The player would also not know how to unlock said plot unless they were looking for that information on the wiki. I don't really have a problem with looking at wikis to play games but it can also spoil things and I'm trying to avoid spoilers. I literally couldn't figure out how to progress the quest, with the information provided in-game, so I needed to use the wiki in this case.
tl dr; perhaps the unlocking of the power transfer plot should be at the same time as advanced power plots. From the perspective of a new player; sometimes it feels like I'm encouraged/required to look for information about this mod outside of the game on how to play it - rather than learning about things in game. I understand that some design choices were made as the result of the game's UI or lack of accessibility to customise the UI
edit: I just realised the silver lining here: hopefully this 15 day delay will stop me from starting chapter 3 before the next big update is released!
edit 2: apparently unlocking the plot this way is a bug which invalidates a lot of my observations
