I have a brand new clean game save with only a handful of mods (most of them are packed textures anyway) and I get this bug. The Stranger refuses to talk to me after building the first residential plot durint the tutorial. He just hangs around Sanctuary and unresponsive to any dialogue.
I tried restarting the game, reloading the save, fast traveling, going to an interior cell and waiting etc. No use.
