While relaxing at the raider capital, The Palace, this once-proud castle turned into a mecca for the all it once stood against. You are approached by Red Eye who boldly walks up to you and says he has an idea for some entertainment.

Boss, you know that drive-in up north close to Concord. You relax back in your seat and put down your drink and reply with, yeah? Well did you have any plans for it? not waiting for you to interject with what you wanted to say he continues on. I want to make it a flighting arena he pauses now letting you get a word in he studies you nervously, you gesture to go on. Red Eye looks about and then sits down.

Ok boss I will need some capital but think about it like this you will be getting in on the ground floor. You have heard this so many times before you will give the raiders this they are forever looking for that next big score. But something about the idea of a fighting arena has you interested. Continue you say.

Red Eye says that he has a guy who is good at catching creatures and wants to capture people to fight them. How will this be different to the combat zone you ask? Well, boss as you know in the combat zone just has people vs people and well that is a bit of a natural zone between the gangs so we have no real way to make a profit from the place, this boss will be ours so we can run it as we please.

Over the next hour, you and Red Eye go over the plans and what he has cobbled together. Liking where this is going you start to draw up plans but you say to Red Eye that this will have to be bigger. Much bigger gesturing to one of the many slaves you command them to get you Jamer. They run off and about 10 minutes later you are joined by Jamer. Yeah boss what can I do for you, he then sees Red Eye and says oh come on mate I told you that idea is not quite right it will just bring heat from the guys who run the combat zone. You raise your hand and say ah so you did know of this plan. Yeah, Jamer says. I do boss but it's just too small. Ha, I agree Jamer this is why I want that chap we got from the rust devils and you go into a list of people and equipment you want to be used for this. Jamer sits down and pulls out a notepad and pen and starts to take notes.

I want a colosseum fellers and I want Death Claws and Super mutants and I want combat bots I want a place that will drive the combat zone into the ground.
Jamer get me a costing for this and personal you think will fit the bill and you turn back to Red Eye who is just smiling ear to ear and you say let's have a chat with your guy who can catch creatures and see if he is up for the task.
Red Eye looks at you and says man this is why I will follow you to hell and back boss, Steve is one mad lad. You stand up and off you go to meet with this Steve fellow.

After the meeting with Steve and Red Eye where you got the makings of the man, along with his strange accent you do agree with Red Eye he does have a way with the wasteland critters for a ghoul.

Making your way back to the Palace you get greeted by one of the many slaves who begs your pardon but he was tasked with waiting for you to return and when you did to let you know Jamer has good news and that you will find him in the war room. Handing the slave a Nuka Cola you make your way to your war room in what was the final bunker of the castle.

The press of raiders in the Place is even greater than normal as you quickly check around the place. You see gangers from all over the commonwealth. Good and fine raiders each and everyone, wearing your colours and brand. You are never interrupted when you are walking anywhere its as if they just know to move for you. A guard nods to you as you enter the war room. On the big table in the middle of the bunker is a slew of plan documentation inventory logistical data figures oh so many figures and your basic sketch.

You stand there for a few seconds looking at the ordered chaos that is the result of well you. You chuckle mostly to yourself as you pull out a cigar and light it up. On the screens, you can see all your holdings it's been a bloody road but this land is finally coming to heal. You move to the coms station and look at the readouts. Good, hum your take out the notepad from your chest pocket and a pencil and start writing down this code.

Zh duh forvh qrz Sdodglq, uhsruwv vdb wkdw wkhuh lv pxfk whfk.
Zh duh rq urxwh exw wkh zhdwkhu lv qrw lq rxu idyrxu.
Rughuv.

hum, it's on a loop. You turn to the coms operator and ask when did this start, they reply with this morning boss, do you know what it means. Could be anything did those Minutemen have any code books? Boss, I have no idea but Ronny might. Ah yes that crazy minutemen lady who helped us get into the final bunker, right I will go talk to her later.

You sit down at the end of the table and all heads turn to address you. Jamer is the first to speak. Good to see you back boss ok so we have some really good news. You remember that fellow you helped at Thicket Excavations, you nod and say who does not like a good swim and then some lurker meat, everyone gives a good chuckle. Well yeah, Jammer continues, the chap got that place cleared out and well it's a quarry. A quarry that is a stone's throw from where you want to build your colosseum. Ah nice, we can get the stone we require from there you reply. Yep already on that says Jammer, we also have the wood coming in from Tenpines. We have also reached out to the good fellows at Bunker Hill for extra manpower. Slaves are ok for some things but we want this built correctly so we should pay for it. You look at Jamer and smile. When did you get so smart? Jammer replied oh I do not know watching your ass has a steep learning curve. Everyone in the room chuckles at this yourself encluded, fair you reply with very fair.

So the final bit of news is this we have already moved resources to the location and started construction and passed you pictures from the site.

Oh, that was fast you reply with. Yes, Jammer says the sooner we can get this up and running the more caps we can make for well next to nothing and it also will give a place for our more bloodthirsty members to let loose looking at you Nisha from under her helm you can see the faint smile, you nod in her direction.

Ok, Shank what do you have for me. Boss things are well we have some issues with a small upstart gang from the old train station close to Diamond City. They attacked some of our caravans we sent in the old cyclops and 3 guys in our mk3 power armour and well I am sure Gage can speak for himself short story short they won't be an issue anymore.

Gage well how did it go. Boss, it went like this. Attack our caravans again and we will feed you to the ferals. They shot at me and then in came the backup, they did not know what hit them, in moments all the guards at the entrance were paste was something to see. I will hand it to the Blacks they know their way around tech just wow. I waited and waited then decided to knock as no one was coming out. You would not believe it boss but they surrendered, chicken shits the lot of them. But I handed them off to be trained so maybe we can get some use from them. All in all the new suits and equipment are downright mean boss.

Fantastic work everyone. Now let's have a drink on the house.

The noise of gunfire the smell of blood, booze and sweet assault you as you sit and watch, You paid good money for a spectacle and you are getting it.

One of the pair of Super mutant dips behind some cover as the death claw retreats back from the volley of rifle fire letting out a massive raw. A chill runs down your spine, how on earth did they catch and cage mutants and death claws you briefly wonder. Your attention is pulled back to the fight the Death claw picking up a rock the size of you and throwing it at the mutant in the open catching it in the head. A loud crack can be heard and down it goes with a thud one dead. Seeing this the other mutant drops the rifle and pulls out a huge hammer and charges the Death claw screaming Brother NOOOOO. Your heart pounding you are now standing chanting with the rest of the crowd, Kill KILL KILL!!!!

The Mutant blocks a swing from the claws and steps in connecting with a heavy blow to the Death claws head. It staggers backwards and turns around with its tail trying to trip the Mutant. Missing by such a small margin, the mutant uses this to press forward, you feel alive. This was worth every cap to get in. This makes the combat zone look like child play. Your eyes widen as you see the Death claw was bluffing, but it is too late for the Mutant the Death Claw living up to its name lunges its right claw clean into the midsection of the Mutant picking it up off the ground and chomping the mutants head clean off then throwing the body to the ground. You look down at your betting stub, 150 caps on the mutants, ah crap as you feel a little sick and you slump back into your chair.

The death claw makes its way back to its cage and you see a man in what can only be described as a khaki shirt and shorts descends from the stands into the fighting arena and up to the cage. You look on in pure shock and you feel your heart race. Has this man decided his losses were too great and wants to die? You understand this feeling you have just lost all your caps too. But to your shock, the Death claw comes out of the cage and lays down at the feet of the strange man who starts to check it over and then pulls out something from his pocket and feeds the beast. What?

These Raiders are truly something. Tamed death claws what the heck.

Level 3 is done.

I will have to withdraw. I have submitted my entry and it does not meet the required specs for the contest. I have no way to fix this within the build as I have built the build limit on my side of things. I have total meters and everyone is happy and the settlement levels up correctly.

I will not be changing what I have built and submitted.

I wish all who do enter all the best.

I am very sorry to hear that and I still think your Colosseum looks amazing.

That's to bad Karvoc.
I understand where you're coming from though.
Hard to stay in the limit with 20 settlers.
Just between them, you need 20 jobs and at least 8 dwellings. To stay at 5 perlevel has to be broken down into minimum of 2 dwellings per level.
That's at least 20+ plots for living and jobs, then the extra's.
My workaround for that was every second stage I would change the single to a double dwelling to cut down on my living plots, getting it to 6.
But there is only so much you can do with jobs.
And then the new stuff like sanitation, only adds to the space needed.
I'm trying to rebuild mine atm, got my space down but now I have a bunch of other issues can only hope I can fix it in time, if not I'll be in the same boat.

I understand. I just wanted to say that I thought your work is pretty brilliant and I am sorry to hear about your problems, especially since you already invested so much time and thoughts into the plan.

Sorry.

Thank you for your comment. I will revisit this idea again but it will not be part of a master's entry.

I as well am really sorry you have to withdraw. I hope you can release the city plan for us to use at some point. It looks amazing! You are so talented, it's really not fair.

I would like to take a minute to give a run down on why I have withdrawn and why. When I make a city plan I always export it and make a city plan and then load this into my game load up the levels to test them and make sure I am happy with how they work and if I am not I edit the level and re-export it. I did this for masters. This has messed up the masters save and has made my save and entry invalid. The issue with my meters being different to that of the tester is a separate issue that I could easily fix if the saves were not messed up due to my method of making sure the plan works as I want it to. I just wanted to clear that up. This id my own fault and I did not think about how this would break the rules.
