Question The Infamous CTD at Sanctuary

Hey there Sim Settlers.
So this is one I was wary about posting, because the problem is rampant across the internet. I have now spent about 8 hours troubleshooting, and have come up with nothing, only to make an account here, and hope for the best with this. I use RotC to build Sanctuary. After about an hour after upgrading Sanctuary to a Level 2 Settlement, I get a CTD when fast traveling to it or being near.

Things I have tried:
  1. - Cleaning save with Fallrim Tools. (There were about 100+ scripts hung up.)
  2. - ENB Boost (possibly something in enblocal hanging up and causing a CTD?)
  3. - Kinggath's Papyrus fix suggestion to add more capacity for scripts
  4. - Verifying game files
  5. - Disabling my most recently added mod (IDEKS Logistics station, a SS addon)
  6. - Playing around with the Performance section in the mods Holotape and other various tweaks in the Performance page here on the site
  7. - Disabling Sim Settlements in NMM, and manually installing it instead
  8. (EDIT) Disabling Sim Settlements makes the issue go away.

Now this is recent, but is the nail in the coffin on top of a multitude of other issues, like settler clumping in one spot, and settlers unable to be assigned to anything that is not Sim Settlements. Those I can still play the game with, but this CTD issue is killing it for me. If anyone has any ideas, I would love to work diligently to figure this out.

cleaning with Fallrim is the last resort. I prefer rolling back to a point where they are not backed-up and preemptively doing things in this video:

I don't think this is a problem:
  1. - Disabling my most recently added mod (IDEKS Logistics station, a SS addon)
If you had a lot of unattached instances and then cleaned them, will then you are on your own and I would recommend restarting the game.
