She cant be interacted with after initial conversation, and I think she would do great at the HQ. I know that the interaction or lack there of is not SS2, but the vanilla script of her, because before I discovered mods, she was just this way. I just thought it interesting the Vit-O-Matic gave her such interesting stats. Pretty high for an NPC.
 
if you go upstairs and look through her computer, she'll find you and confront you, from there, you can talk to her, and with the right choices, she can be a settler. I don't remember the choices, but you had to tell her something about being able to trust others again. Hope this helps!
 
I have actually never been able to make her act like a normal settler. She always sits in cafeteria/downstairs and does nothing. Would really like to know the "right choises" to make her a productive person.

Use the speech check and help her come to terms with the death of her grandson then tell her she can have a chance to make things right. Then she'll be a settler.

I've done that before, and she never became a settler. Supposedly, according to several Wikis I've read through, she's supposed to eventually leave and go find herself or something. But she never does, she just hangs around moping.

I've tried console commands to make her commandable as a settler. Doesn't seem to work on her although the exact same commands work on other layabouts - child settlers for the most part. Lazy bums need to earn their darned keep.
