I know some people are already talking about tax issues, but I couldn't find answers to really alleviate my confusion, so please help if you can.
I don't seem to be able to make any money. I can understand if the system is just hard, but I have a suspicion that something is wrong. Let me tell you what I'm seeing:
I have the level 3 city in sanctuary. The maintenance cost in this city sometimes shows as -500, sometimes as low as-3500. It seems too high even if I account for the turrets and power in the city design. I have at least 20 non-residential plots at level 3, which collect nowhere near enough tax to maintain this city -- is that expected? I have residential plots to accompany each non-residential plot, also mostly level 3.
My rocket city is self-made. I have about 20 plots level 3 there, as well, and most buildings provide "0 tax/income", but I am making a slight profit where I have maintenance costs at 31 (looks about right re: how much power and how many turrets I have) and a tax income of only 50. Does 50 sound right for 20 plots at level 3? It's a mix: 3 rec; 6 industrial; 3 commercial; 4 martial; 5 agricultural. The only thing that shows any profit in the local plot reports is commercial, which reports a total of +9 income -- but I see 50 income with 31 maintenance in the "supples" menu. Sometimes, even though this is balanced, I get an alert that the settlement is in deficit, but I figured that could just be jitter.
I've kept the castle from upgrading, so it's just at level 1 city, and I've been able to maintain a profit, there. Again still quite a small profit with essentially no maintenance (no turrets and using windmills) and about 20 buildings of high level.
I have a level 2 city at Tenpines, and I see the same problem, there: huge maintenance costs. Well under -100. It's providing power, so again I can see that goign into the cost, but the costs just seem extremely high. I'm hoping that it's a setting or a bug, otherwise it seems the balance is set for me to need to collect a lot of money in the world and bring it back to the settlements. That would be OK, I guess, but I want to have the right expectations.
Finally, I do not appear to have any options to change tax rates. I enter the holotope and go to "tax laws", where I only have the option to turn taxes on and off. No other options appear on this screen. The same is true if I access the options from a city plan desk.
