Duplicates Target Settlement Menu Doesn't Show

I've got a problem with trying to raid other settlements, when I talk to Jammer after killing the 3 Raider bosses, he talks about attacking a settlement, I say i'm ready and i know there is a menu that is suppose to pop up showing all the settlements but instead, nothing pops up and he just says we don't got enough guys to do this right now. He gives me the option to give caps or trade to get more guys. I hit Trade and he ends the conversation no Trade menu or anything, I hit caps he asks for 1000 caps (I have around 2000) but it only gives me the option for 100, 750, 500, or Sorry. I pick 750 and he says are you serious.. fine, ends convo but doesn't take out any caps. I only have Sim settlements mods, Workshop Framework, and 2 gun mods. idk what is wrong with my Fallout 4

Are you using Bethesda.net or Nexus? If Nexus, which mod manager do you use?

I'm going through Bethesda. net right now but i also tried through Nexus and had the same problem

So, so far I have tried pretty much everything I can think of with this save.

I'm worried that even once I start a new one this issue will still pop up

Turns out it was a conflict with another mod that shows the full dialogue options.

Creating a save without the mod and letting everything pre load/build solved the issue easily.
