Question Supply lines visibility for custom settlement

I've worked through this tutorial to create a custom settlement, but I have a problem that is stumping me.

The new settlement seems to work fine within its own boundaries (can use workshop, make SS plots, etc.), and its icon appears in the normal PipBoy map - but its name does not appear on the list of available settlements to send newly created settlers to (list from "R" key on PC), and it does not appear on the map of supply lines.

Can anyone suggest what this might be, or perhaps point me to a more detailed guide that includes instructions for setting up the new settlement for supply lines?

@MrCJohn , thanks for the suggestion. I had trouble hearing the narrator of that video so I'll keep looking, hopefully for a written guide.

I did discover that the guide I followed didn't include adding a SetOwnedTrigger activator to the settlement, as this other guide recommends. I'll give that a try and see if it makes a difference.
 
With the SetOwnedTrigger added, after further testing in a new game started with minimal mods, the test settlement seems now to be working.
