Bug stuck Plots, upgrade and happiness

Hello,
some questions,
1. I have already looked everywhere, but have not found an answer.
What are "stuck plots" ?
Are these plots that can't upgrade for some reason? Unfortunately, there is no help text in the Holotape.

I can set ASAM tracking to stuck plots. I also have some detections. But I don't know what it means.

2.it is about the requirements for building upgrades.I have read (find it in the wiki unfortunately no longer again) that only from happiness of 80 is upgraded (building dependent?).
Now I have read that it depends on the happiness level of the settlers. But the individual settlers have no happiness level, at least that is not known to me.
If so, where can I see it?

I am a little confused.
 
1. Stuck plots are that, yes. I'd try refreshing, if that doesn't help - change plot building plan or type (then back if you want). I assume it actually only shows those stuck and not upgradeable yet cause of low happiness/water/defence etc.
2. If you have "citizen needs" on in the settings then yes, plots upgrade only if specific requirements are met. You can see them on the HUD (where theres lots of bars on the bottom for food, water, power, defence etc) (well also should be red icons next to plot for whatever it's lacking)
I might be wrong on the happiness level but think it carries over from their last settlement (if you moved them for example from a settlement with nothing built) then eventually evens out. Or every settler's happiness (except robots) equals the whole settlement's. Robots normally have base 50% happiness so will drag overall stat down a bit. I prefer to think it's the latter - less confusion about it.

You can change the robot happiness level to 100 in the wsfw and also make them not effect max population. Robots don't have feelings. There no upsetness from Mr handy.
 
I have tested the stuck plots again in detail.
I have one or more stuck plots in almost every settlement. In sanctuary, for example, there are four.
I took a settlement with a minimum number of buildings for testing, in order to isolate what affects the stuck status.

Example: Finch Farm
Number of plots: 2 (caravanner post and recreational) to ensure that the settler also has a recreational building and all needs are fulfilled.
Stuck Plot: Caravanner Post
Happiness of the settlement:80 %
Sufficient food, water and defence

All holotape settings that affect operating costs are turned off.
But still stuck plot.

Then I waited three days. the building was upgraded (in total to level three). But still stuck plot display. Also refreshing the plot did nothing.

So I ask myself, what does stuck plot really show me now and what disadvantages does it have? Obviously the buildings are upgraded despite the stuck plot display.

Also all other buildings in other settlements, can not be motivated to remove the stuck plot status.
I don't know if kinggath is reading along here. If so, perhaps he could tell us what exactly triggers the stuck plot status? the indicator would be helpful, of course, if the stuck plot status gave me indications of a problem or unfulfilled requirements for upgrading the plot. But it does not. Either there is a bug here that makes the stuck plot indicator not work as desired or the function is completely different.
 
I'll need verification from one of our bug gurus or community rockstars before moving this to the bugs section.
 
@damanding The stuck plot feature I can confirm is not working right and hasn't for along time. I've had it point me at people, power poles and God knows what. It's not the only report doing it. Also Non powered does the same.

its a bug i write long time ago.Stuck mean nothing as SS2 show you even Level 3 Buildings as stuck but they work absolute perfect.And even you Destroy the Buildings and let the space where they was free you will have always the marker for a stuck plot after there.Same for Level 1 Plots they show as Stuck but upgrade and work complete normal.The only way to see real a stuck Plot is to change all on Manual and upgrade your Plots trough the ASAM Manual.When you have the Option in the ASAM to Upgrade and nothing happen the Plot is normal Stuck.To fix that its enough to Refresh then the Plot.Direct after the stuck plot return to work and upgrade normal

There is code that checks the plot's assigned building plan. If problems are found with the building plan, the plot is marked as stuck.

The bug is in the code that collects these "stuck" plots and adds them to a RefCollectionAlias on the PlotManager Quest. I have been unable to figure out why invalid objects are added to the alias, but this is why tracking "stuck" plots points to things that do not have any apparent issues.

TL;DR - Ignore the stuck plot tracking option.

It currently does not work as intended. A stuck plot is very rare and would require a building plan author to be sleeping while designing a plot for this to happen.

Thank you for the detailed explanation.

I would not say rare for me. In each settlement I find several stuck plots. The annoying thing with such things is that you first think that the function works correctly, then you try to find the error at yourself and it pass hours with testing, before you report in the forum and it eventually then finally as a, built, but not working function is.
But now there is clarity.
