Stranger Still Wont Spawn

Hi, I started modding fallout 4 again for this mod in particular and I really cannot get it to work no matter how hard i try. I've installed literally only script extender, HUDframework 1.0f, Workshopframework 2.0.5, and Sim Settlements 2 obviously 1.0.0g.
Ive started multiple characters, did fresh installs of all the mods both one at a time for trouble shootings stake and all of them at the same time and nothing is working. anyone have any idea how i can get the mod running? maybe a console command i can put in to spawn the stranger or something?

can you show your list of active plugins please? that is just your mods.
also check to ensure your data folder has no loose files in it. remnants of previous installs and that sort of thing.

Its a fresh install so there arent any loose files thankfully

addendum to that one there are some old mod files in there i just deleted, checking to see if the boi will spawn now

I am currently having this glitch and went through merging (unnecessarily) and double checking the amount of mods that are flagged as ESL. I apparently didn't need to do that either, as all that can be flagged already are. So...
The only thing I can think that I've done different before I got this particular glitch was increase my ugrid size to 7. Did you happen to do the same thing?
