SS 2 stopped working/can't assign

Using SS2 with FO4VR. Used the instructions to get it working someone posted. Has been working fine for several days. Manually built several residential and industrial sites in Sanctuary using ASAMs. Used the city planner's desk to start building up Ten Pines and Starlight drive in. No problems. Went to Oberland for the settlement quest. Got the quest. Clicked on the workbench and it gave me control. Not sure if that's part of the problem.

Went to Hangman's alley, cleared out the raiders, and took it over. Dropped several ASAMs but am unable to assign settlers to them. The plots are also invisible unless I pick them up and drop them back down. Then the pile of material shows up with a red person, yellow wrench, and green O icons.

Rescued Oberland. Returned to OS. Dropped a planner's desk and assigned Tracy O. to it. She sat at her assignment, but I got no popup to build the settlement. Clicked on Blueprint and got no popups or options. Am able to interact with supplies. Same with dropping ASAMs. First invisible, pick up and drop, and the material piles are visible. Can't attach power lines to them (no poles) and can't assign settlers to them. I did find in one of the menus it said there was no plan or something for this settlement?

Hopped over to Sanctuary. Saw I needed one more plot to finish a built quest. Same problem despite having no issue there until now.
Installed with Vortex. Uninstalled all mods installed in the last 4 days in case it was one of those. No improvement.

There are at least 2 issues here. Let me address the easiest one first.

RE: "Dropped a planner's desk and assigned Tracy O."
I don't know who Tracy O. is, but I'm pretty sure she's not one of the NPCs set up as leader. Did you assign her to desk by going into workshop mode, then selecting her, then selecting the desk? If so, I'm not sure what that accomplishes, but it isn't the same as assigning a leader. For that you have to select the desk outside of workshop mode, choose "Assign Leader", and select one from the available list. Then you would be prompted to select a city plan and tear down the settlement.

This may be related to a difficult-to-reproduce bug in Workshop Framework. Two ways to fix that:
1. Roll back to a save before it happened or...
2. Enter "cqf workshopparent UFO4P_ReleaseLock " into the console terminal. This is to be used rarely (only in case of huge bug and lot of invested time), and not before making a hard-save.
 
This is regarding Sim Settlements 2. My understanding is you can assign anyone to the desk in SS2 just as you would any resource. Tracy Oberon is a special/named NPC that was an authorized leader in SS1. I CAN'T assign leaders to the desk as I did in SS1 because the City Plan in not responsive/interactional. I'll check out the command you mentioned. Thanks for the feedback.
 
Oh, one other thing, LOOT say, "It appears you have installed Fallout 4 Script Extender, but its required scripts seem to be missing. Please ensure you have correctly installed the scripts bundled with the F4SE installation archive." Attached are a pic of the scripts. Checked it against the scripts in the f4sevr.7z archive and they match. Don't know if mods are supposed to add their scripts to the f4sevr scripts folder and Vortex failed to do that.

Mine are under /Data/Scripts, which then looks like your picture.

Yes, you can, but I'm not sure there is any value in doing so. It makes the desk a "job" but doesn't make the assignee a "leader". Most of them don't have trait cards anyway so I'm not sure what the purpose is. A desk doesn't produce anything, AFAIK. There may be something gained from it, but I haven't found anyone to say what it is, just yet.
 
Just found I can't donate supplies either. Says it is still processing my last donation (even though I haven't donated anything in quite a while. I did select donate workshop items. Maybe it clogged the system? Settlers I console in also aren't being renamed. Would a reinstall break my save/game? I did de-enable/reenable without change.
 
I not sure you want to preserve this save, because it sounds like it may be borked. That donation behavior sounds worse than a delayed script. You might try reverting to an older save to see where it started happening.

Settlers being renamed is not a function of SS2, AFAIK. Sounds more like Better Settlers. If that's broken too, you've got a different issue.
 
Definitely something in the save. Went WAY back to an earlier save and the issue went away. Sometime after establishing Starlight something went awry. I think either Better Settlers or immersive settlers is integrated into SS2. Seems I recall an option during installing SS2. I did remove immersive settlers since it seems redundant to BS.
 
The lady's at oberland is from a leader pack for ss2 nothing to do with the mod. But I also never assign the way you are suggesting. I always assign a leader by going into the manage city options on the planner desk.
 
I might be wrong, but I think I may have dorked it by not completing the "If I had a hammer" questline before building more settlements. Luckily I've been pretty obsessive about saves and only lost a couple of hours and 3 levels (at 1/2 xp with the Alternate Start perk I took) I'll retrace my steps and hopefully it won't crap out again later.
