Question Somerville Place on XB1

I seem to keep running into an issue with the Somerville Place City Plans on XB1. No matter which plan I choose, my settlers will take everything down, but not build. I've walked completely away from the cell, waited, etc, but absolutely nothing happens. As far as I know, there should be no conflicting mods I'm running, because I don't run into the issue anywhere else.

Sometimes it does take a while for stuff to refresh etc. I highly recommend going to Home Plate or somewhere similar, and waiting a while. Seems to clear all the issues I have see whilst changing plans etc. Even got to a point where I blew it all up, went to home plate, waited for days, then returned and selected a new plan. City built up. Happy days!

It's actually been at least two weeks in game and still nothing, sadly. I think I'll try one more time and see what happens.

So I went back to the settlement and looked at my city planners desk. The menu says "Current Level:1
Percent to next level:100%"
I've disabled a couple of mods in the meantime, including Scrap That Settlement, it was causing conflicts at Finch Farm. Also disabled No Build Limit, in case that was the issue. Still absolutely nothing. I've refreshed the city plan, rebuilt local data, etc. It's made city wide improvements. But nothing is built.
