Bug Some settlements refuse to upgrade, and disappearing items

Hi,

This is yet another post about settlements not upgrading. I have tried searching old threads and solutions posted in them, but to no avail. (Refresh settlement, reinstalling the mod manually, waiting, changing settings with the holotape to ignore/lower citizen needs etc.)

Some settlements simply wont upgrade, despite having 100% scrap, 100% progress. This happens with different settlements at different levels. Outpost Zimoja and Tenpine Bluffs are at level 1, refusing to upgrade to level 2. Red Rocket and Abernathy farm are at level 2, refusing to upgrade to level 3. No idea what is causing this, nor how to troubleshoot. In the past I've had problems upgrading to level 2 with the aforementioned settlements, but solved this by assigning/reassigning leaders, turning leader requirement on (after turning it off previously to automate the process) as well as setting upgrades to manual (previously default setting of auto). But as I said, nothing seems to make the settlements upgrade.

A different issue I've also found is that certain items seem to disappear from settlements when I revisit them. Abernathy farm, for example, has lost all of its turret emplacements. Red Rocket lost a wood-foundation which made on of the city-plan guardposts float in the air. While these issues are easily remedied manually, it is still puzzling to me. And I have no idea of how to diagnose it. All help is kindly appreciated.
 
Hmm, tough to say, it seems to be working in general. In my experience, the progress % isn't totally reliable. I've had it at 100% and couldn't upgrade the settlement. The one thing that definitely works is the tracking tool "show cities ready to upgrade". Activate that quest and when a new marker appears, that city is really ready to upgrade. I've been using that since the beginning (kinggath only implemented the upgrade % later) and it's never failed me.

Since I don't know what the progress % accounts for: My main upgrade blocker was a lack of happiness, especially for level 3. Level 2 needs 80%, level 3 needs 90%, and I had settlement that didn't want to reach that number. For that I downloaded the mod Happy Maker 9000 and have placed it in every settlement since, so I'm not sure if happiness is still a problem for anybody. Everything else was solved by waiting, or rather, ignoring it for now and going out into the Commonwealth to shoot some baddies.

Never had anything disappearing, sorry, no idea about that.
 
Abernathy farm, stuck at level 2, shows happiness at 95% on the map. All plots at level 3 according to the City Planners desk.

Did however run into an interesting problem in which the City Planners desk computer could generate the "Local Plot report" but when choosing the Citizen Needs/Happiness report it says "City Manager 2078: You must be within your City boundaries to use this function". Could this be related to the upgrade problem somehow?

Edit: Tried moving the City Planners desk closer to the "centre" of Abernathy farm. Generated the reports, but still no option to upgrade despite waiting both in-game (slept 48 hours) and IRL (about 5 minutes).

A little late to reply, but I only just watched kinggath's new video with his top 10 issues and it includes one more possible reason: The build limit. If you've reached it, a settlement won't upgrade. There's an option in the holotape to ignore it entirely and there's another one under tools which allows you to raise the limit for an individual settlement.
 
No luck with the disappearing items, but with the latest Nexus version it seems as if the settlements want to upgrade now, at least. I can live with that.
