I would like to ask a couple of questions about the building process, I apologize if I did not see the obvious answers in the game. I am not very familiar with the Sim Settlement system, I used city plans on some farms, which I was too lazy to build myself, but never really delved into.

First, recreational plots: can only one settler be assigned to a whole plot to be considered a hobbyist?

The second question is about upgrades: how can I find out what materials are needed for a plot so that it can be upgraded?

And one more question about auto-assignment, I turned it off in the sim settlement and the workshop framework settings, but the settlers still continue to assign themselves to the plots. I don't know if this is a bug, but sometimes it's a little annoying. You want to neatly arrange the plot, choose its appearance, but they immediately pounce on it and begin to build like crazy :D So the question is how to get them to stop doing this? :)
 
One - I am not sure how recreational are working in SS2 to be honest, but the more I play, the more I am starting to think they work like houses now. That is, you don’t need a settler to “run” them.
I could be wrong but it seems like, for example, if you have one house, one job, one recreational, that can all be one settler.
Two - no idea. I think it is supposed to tell you when an upgrade is available, but that doesn’t seem to work.
Three - I’m pretty sure those selections should keep settlers from assigning so that could be something that isn’t working right. You can always switch what they build and reassign, depending on the problem.

2x2 plots can add a settler at each level. So a level 3 recreation plot can have 3 people assigned to it.
The second question is about upgrades: how can I find out what materials are needed for a plot so that it can be upgraded?
From what I seen there is no rare materials for upgrades to level 2, however upgrades drain your stockpile fairly well.

I have been struggling with this myself. I turned off auto-assign (SS2 and Framework) because it kept stealing my people assigned to vanilla defense jobs. Now everyone is being assigned to a farm including unavailable Preston and a junkyard dog I bought from Gene.

About recreational plots, I don't know what I was expecting. That it will be some kind of public institution or something, I guess. For example, everyone who works on industrial plots can go to a place for strength training, it was stupid of me, of course it cannot work like that. And the rest of the questions, apparently, are small bugs that will be fixed someday

What you would need to do is assign your settlers to the recreation plots manually. Otherwise settlers will just jump onto any recreation plot.

I've found if I activate the ASAM and select upgrade building if it doesn't start upgrading it shows a list of the materials needed with the ones you are short of greyed out. Or should that be greened out?

I only had such a list during the initial construction of the plot, when the "start build" option was selected, and there the missing materials were indeed marked in dark gray, as you said. But when I selected the option "update available!", some music just sounded and that's it, there is no list. Therefore, I thought that maybe something needs to be changed in the settings, but I did not see this, but apparently something just went wrong with me.
 
I just checked a couple of my basic plots, level one, no power, few services and I'm not seeing the upgrade building option.
I think you need to meet some requirements like happiness, defense, food or water then when those are met it will upgrade automatically.
Thinking back to an earlier game when I was chasing junk for upgrades I only saw the upgrade building option when it was missing something.
 
Well, they seem to be working out after I appointed Strong to carry them junk from my main base in Sanctuary, they began to update the plots themselves. Probably I don't need to see this list of materials at all, let them figure it out themselves.

I have a problem with upgrades as well, my spot seemingly has all its requirements fullfilled (except if there's something I miss), I have a "Upgrade available!" button, but when I click on it, nothing happens, can anyone help ?screen.png

and when you use ASAM, what does it say about status of the plot?
 
Usually if you are unable to upgrade there is a third row of icons that are red if it is a settlement condition preventing the upgrade.

If the upgrade is available, but you can do do it then you may be missing the resources to do the upgrade. Inspecting the ASAM will tell you the upgrade is available and will tell you if you are missing resources.
