So I am lost on the city plans thing.

So how do they work say I put the basic plan down does the settlement build plots to keep up with its own growth without me placing them? Like if my settlement grows by 2 people and there is not enough beds or food does the settlement city plan change and grow or do I need to place plots?

It's not that "dynamic". For the "basic" plans especially, the plots it put there when it was finished the initial build are all it's going to do. However, recruitment of more settlers is meant to stop at the point that the city is "full" in terms of population.
