This is not a "bug" but a small spelling error in the pipboy holotape.
Load the City Manager 2078 Holotape, then navigate to [Tools] > [Show Tech Tree]. After it loads the technology trees, a message will appear: "The Tech Tree will be displayed after you exist your Pipboy." I believe "exist" should be "exit". Screenshot included. Using version 3.o.0 of Sim Settlements, Industrial Revolution, and Rise of the Commonwealth with the latest version of Fallout 4.
I couldn't find a mention of this in the wiki or when I searched this forum, so I thought I'd bring it to your attention.
