SimSettlements.esm missing still

No matter if i install all required components for Sim Settlements 2 i keep getting the below missing error. I have checked plugins plenty of time and it doesnt show it. please can someone help because i know people have posted about this before but i have tried on VORTEX and Mod organizer 2 and same issue.

Isn't that the esm for SS1? If you're trying to install RotC for SS2, you need the other version of RotC.
