Question Sim Settlements w/ Outcasts & Remnants Difficulties

Hey all. Just getting back into FO4 and am not the most experienced with modding as of yet. Lately, I have run into a snag between SimSettlements/Conqueror and Outcasts & Remnants. I'm hoping someone might have experience with the mod combo. The problem mostly comes in the form of companion pathing. They aren't able to really leave the threshold of the entryway on interior cells and say they can't comply with 'go' or 'fetch' commands. I Should also add that Resaver only shows somewhere from 7-12 active scripts with no stacks on the saves as well, and I'm seeing NPCs in combat become unresponsive. Especially during the Fire Support mission with Danse.

So far I've tried removing every mod but UFO4P, DEFUI, SimSettlers 3-in-one, and OAR, but the problem persists. If I remove one of either SS or OAR, it resolves. Very strange. Tried looking through SSEdit for any conflicts, but I'm far from an expert and didn't find anything overt. I've also looked through a lot of forums of both mods for any advice most of yesterday but came up with bubkis, unfortunately. In fact, it seems the mod combination works just fine for some and not for others. Sadly, the threads that deal with this issue haven't really offered any insight and usually came to dead-ends. Anyone have possible insights on this particular thorn? Appreciate the time one way or another.

I have no problems with that combo. Sounds like it might be either a Nav Mesh issue or just not enough resources for the AI.

How many followed do you have? I was running with 2 personal guards and 3 of the Thuggyverse companions without much trouble.
 
Yea, it's strange. I don't have much else that's script heavy in the game, I don't think. I usually only have one companion. Though I did try it with Dogmeat, Codsworth, and Piper just to see if it was isolated to a single companion (it wasn't). I've been tinkering with it all day long, trying different load and plugin orders between the two and nothing's worked so far, sadly.

Something I did find is that if I start a fresh game, run directly to get dogmeat, then teleport over to an interior I know had the problem, the issue is gone, but the moment I start actually playing through the first few Concord quests it shows right back up the minute I step foot into the museum. I'm totally stumped..

I will not use StartMeUp.esp myself so it is what it is.

In all my games it is way - way up.

I don't know or use some of your mods but I think you have a load order issue.

This does not look right, I think it should be lower, near the bottom.

SOTC is a great mod but not sure of the set-up with OutcastsAndRemnants.esp I would try above both of those also.

Heya, @RayBo, thanks for the insights. To answer your questions:
FofW is just a packaged FOMOD for changing faces on some npcs.

I've totally removed "More Smarter Companions" thinking it might have contributed, but the problem was the same. The more I mess with it, the more I think it is a bad navmesh conflict or something of that sort.. The companion will move around within a small area of the entrance to an interior cell and will respond to interaction/run around there (maybe within 5 ft. of the entrance), but won't go far from the door and will refuse commands to go further into the area.

I'm not sure if it is a load order issue. I've tried loading it all kinds of ways and even tried only loading "Sim Settlements 3-in-1" and "Outcasts and Remnants" with everything else disabled except some very basic mods (like UFO4P and DEF_UI). I still got the same problem when I did that, strangely. As long as one of them is disabled, though, companions work fine. It's very weird, indeed.

For now, I've decided to go scorched earth on this thing. I've uninstalled every mod, purged all the mod files, uninstalled the game, deleted the FO4 folder in the Steam directory and in the My Documents folder and am starting over. I came across your Bake a Save guide and am going to try doing that along with setting up groups like you mention in your videos and see if it makes a difference. I definitely have a lot to learn about this still, but I don't give up easily. If there's any other insights to be offered I'm eager for the education. :)
 
Update:

So I've completed an totally fresh intsall and only put the bare minimum of mods in there. Mostly things like patches, the UI elements, Sim Settlements, Conqueror, Outlaws and Remnants, and Project Valkyrie. I also grouped the mods and used a staged application of them throughout the beginning of the game to evenly spread script load as shown in RayBo's BaGs posts.

Sadly, the same problem persists. Not sure what it is. I attempted to mess around with the performance options in SS a bit more to no avail, but I did discover that if I exit to the main menu and reload the exit save that it will allow the companion to move about for all of about ten seconds before they go back to being bugged and unable to path around the interior.. At this point I'm honestly at a loss and have no idea what I'm doing wrong, but I figured I'd share what little I've learned from a total reinstall.

the issue is related to something that happens the first time you enter the area if they bug for longer than 20 secs then its going to stay that way no matter what the only way i have found around it is to go back outside as soon as it happens save the game the sec it loads the world quit to desktop relaunch the game and then reenter 9 times out of ten this will fix the meshing issue in the area the only other way if it keeps happening is to not take followers into the area but it should not cause any real problems if it keeps happening hell even had it happen once with dogmeat stuck upside down in the top floor while i was on the lower floor but it did not cause any problems as for the random ctd it is always a load order or memory issue you just learn to save more and deal with them
