Settlers pathfinding problems (Place Everywhere, Wasteland Reconstruction Kit)

Hi!
This time I thought I'll build the foundations of my settlement myself, since there are only basic city plans available, yet. So I started building a gate-bridge in Sanctuary, from roof to roof. On one of the roofs I started building platforms for a guard tower and a bar. Unfortunately, settlers aren't able to path to either of them, in fact they aren't even able to climb the stairs and parts of the bridge. (I tested this by having a follower teleport to a pathable platform on the bridge and he wasn't able to follow me from the platform over the bridge.)
I have Wasteland Reconstruction Kit installed which has a selection of "Navmesh helper blocks". But even if I place those on the bridge and the stairs, NPCs still aren't able to path upstairs. I tried different things, different stairs or navmesh blocks, and having them snap to objects to get a seamless navmesh (in my imagination at least), or the contrary, overlapping navmesh helper blocks and/or normal building blocks. But either way, settlers are not able to climb those stairs or cross the bridge.

Hi, Sorry for the lack of follow up from someone. Are you still experiencing this issue?
Navmesh and settler pathing takes a while in game to start working and functioning correctly.
 
Hey... thanks a lot for your answer! I didn't really expect one anymore.

I didn't play since I posted. I'm 13 hours into the game and built that bridge about 10 ingame-hours ago. Is it probable that settler-pathing takes so long to start working and functioning correctly?
