Hello!
So I'm on my second playthru of SS2 Chap 2 (my first one was from a year or so ago, and the save game got too unstable) and I've made it to the HQ, which is about where my game exploded last time.

So as I understand the concept is to build up Settler's SPECIAL stats by using the rec-plots, then send them over to the HQ when they're good and ready. But since the generic Settlers tend to start with 1's in everything, it's a pretty slow process.

I'm hoping to kind of speed that up. Without just straight up cheating their SPECIALS with the console, does anyone know of any mods/resources that allow Settlers to start with higher than 1's in their SPECIAL stats, maybe even have them randomized a bit?

-EDIT- Ok, I found there is a feature in the City Manager to have SS2 randomize Settler stats. I must've set that to off accidentally.
The numbers still seem kind of low, so I'm not sure if even the random SPECIAL stats ever start higher than '3'

There is a mod on Nexus called MS Special Zapper that lets you adjust the settlers' stats, otherwise I would say to find the settlers through the Ron quests.
 
Don't forget the base game's companion NPCs (Preston, Macready, etc) - they all have incredible stats. Sure there's only a handful of them, and there's the downside of having to hear their idle dialog non stop, but... I've been telling people for ages, one of the first people you should send to HQ is Strong. Dude has 24 Strength, put him in the Facilities department.

Yes him and Mama Murphy.
 
I just made a few bat files. Setav in each stat to 2, with the relevant ability for starting plots (str/end/agi) at 3 or 4. Then I can give a slight early game boost to my first few settlers. The food and defence gains really help get set up.
 
You can also use a mod that gives settlers faster skills learning. I believe it works upto 8 in a stat.

Big fan of this mod because it actually decreases the amount of training time to get a settler to skilled and gifted but for any additional points after gifted it takes longer so it still feels pretty balanced.
