When Tax & vendor Income is greater than Fuel and & Costs, automatically pay down the settlement deficit.
I have had several messages that my settlements are in deficit. Upon arrival, I discover that they should be in surplus. I am unsure if that is a bug, or dynamic needs working as intended.
However, as the settlement is producing a surplus, I would very much like the settlement to begin paying down the deficit using it's surplus first, and then by using the surplus of other settlements connected by provisioners.
