Settlement Population Cap

Is there some way to prevent settlement populations from growing (besides presumably turning off the beacon)?

Because for some reason, using the default city plans that come with the mod seem to have a random chance to break the settlement population limits.

I believe in Workshop Framework there should be an option to limit recruitment to the number of beds. It is quite an easy way to curtail settlement populations from growing out of control.

Exactly what I have done. Although the comm plot should also limit the number of settlers recruited depending on the number of beds in the settlement. Personally, I limit the number of multi-person homes to 5, as at level 3 that's 20 beds. A settlement really doesn't need any more than that.
 
Why not I have 220 settlers at the moment in Sanctuary. Don't do this if you have a low end pc or console. Because it is really doing a number on your FPS.
