Not a bug Settlement Needs HUD bars not updating correctly

Since installing Conqueror I've been having trouble with the bars on the Settlement Needs HUD not updating correctly. When I start a session they display the correct values but if I add any new defences/ beds/ crops the bars don't update. Also if I go to another settlement they don't change to reflect the state of the new settlement. The happiness bar does update but only to shrink.

For a test last weekend I created a new character with a very short list of mods:

Fallout 4 with Season Pass plus the following:

I also had F4SE installed.

a. in the Conqueror menus I set the default settlement list to be built at level 1 with 100% settlers and no upgrades.
b. waited in Vault 111 until progress hud indicated approx 25% completion of 4th stage (about 3 hrs real time). c. went down to Sanctuary, talked to Codsworth and did the bug hunt. (Used the console to add an R91 and some ammo for the bug hunt and clearing Concord.)
d. cleaned up and built 2 water pumps, 6 turrets, 12 beds, 2 small generators, 2 street lights and a Vault-Tec Population Management System terminal.
e. the Conqueror setup was finished so went to Concord.
f. talked to Jammer and Preston before clearing Concord from the roof top.

Before returning to Preston I made a save that I used for the second part of the test.

Scenario #1 - With Conqueror
1. returned to Preston and told him I would meet him in Sanctuary.
2. followed Preston and the gang as far as the playground.
3. went and told Jammer that I wasn't interested in his scheme.
4. caught up with Preston and followed them to Sanctuary.
5. on return to Sanctuary I built a water purifier in the river, a residential plot, a small generator (near the river) and planted a couple more vegetables.
6. assigned 2 people from Prestons group to be farmers. (Using the Terminal.)

Result: See screen shot above. HUD display, other than happpiness, didn't change from what was displayed when we first arrived in Santuary. The Happiness bar started ok but progressively shrank. Also the residential plot didn't get assigned or built, even after about half an hour.

The second part of the test is probably a bit dodgy since it involves removing a mod mid game, specifically Conqueror. Anyhow I disabled Conqueror and restarted with the save I made on the roof top.

Scenario #2 - Without Conqueror
1. as above.
2. as above.
3. confirmed that the playground was empty.
4. as above.
5. on return to Sanctuary I built a residential plot, 1 small generator and planted a couple more vegetables.
6. assigned 1 person from Prestons group to be a farmer. (Using the Terminal.)

Result: See screen shot below. One person was assigned as a farmer even before we got back to Sanctuary, so after planting some more vegetables I only needed to assign one more farmer. It took only a minute or so after the residential plot was placed before construction started. The HUD was updated correctly after the farmer was assigned and when the power was connected.

My machine: i7-4790, 16GBytes RAM, Win 10, Geforce GTX 750 Ti 2GB.

I suspect that the problem lies with my system being pushed to it's limits. I added 'SKK Script Lag Detector' to my main game tonight and while I wasn't getting any real script lag, even way out of town I was only getting 40-50 FPS. The Sim Settlements 3-in-1 has always been a bit of a stretch for my system, now with Conqueror it's not handling it.

Anyhow while watching Kinggath Plays Ep3 last night he mentioned that the settlement needs hud looked a bit off at one point and that he would need to have a look at it so I thought I had better get the details from my test uploaded incase they could be of use to him.

PS. Save files made at the same time as the screen captures are available if required.
 
The only thing Conqueror does that would add extra load, is the pre-start City Plans, and then only while that sequence is running - once it has completed, the load is no different than SS 3-in-1 on its own.

So this is almost certainly coincidence that you're seeing different results, with and without.

The HUD issue I had in my playthrough is simply related to the defense needs being higher than I expected, otherwise it was updating correctly.

I would guess in your first screenshot, that something prevented the update that tells Sim Settlements it made it to a new settlement and its displaying the data from some other settlement you passed through.
