Right, I've tried this a few ways and essentially it's the same problem.
1. Go through the three tutorial plots. Check.
2. Build a City Planning desk. Check.
3. Assign Codsworth as Leader. Check.
4. Choose Layout. Check.
5. Enjoy a lovely cinematic. Check. No, wait....nothing seems to be happening down there.
5a. Open then close pipboy to end the Cinematic to see what's going on. Check.
6. Box on the screen says Building Layout 0%.
6a. Four hours later, still says 0%. Rinse and Repeat.
Ok, so I try a different approach. Rather than the Desk, I use the Workshop method on a different layoyt. Same thing.
So...is this a bug, a mod conflict, something I am not doing correctly...? I know it's like the 6th new game I started where the same thing happens.
Please. Save my keyboard from Multiple Cranial Impacts. Help!
