Solved Settlement Layout Plugin Creator, Status of

Can anyone verify the status of the Settlement Layout Plugin Creator?

As of late Tuesday, the website is failing to create new ESL/ESPs for me and is instead returning "There was a problem processing this file: No data received." -- I've tried several different files including ones that have been processed in the past and two different browsers. Note that the Create Differential function seems to work fine.
