Settlement Issues

So this might sound weird

So most of my settlements have been started and got the plans going, Graygarden and Taffington have blown up like a rocket. But some settlements are stalled, Outpost Z and Starlight Drive-In.
The reason these settlements are stalled is because of the resource mechanic or table. So they have max storage filled but they have no building materials. They have mass amounts of Organic Supplies, Machines Parts, and Rare Materials, but they can never upgrade or build plots.
Now I am using the ROTC plans and I don't wanna disturb the plans, but should I just build Storage containers in the stalled settlements and give them heaps of building materials to help them progress or will that break the game or mod?
Also, some settlements have the settlers standing around, is this a mod issue or a Vanilla issue?
 
Building more on top of City Plans won't "break" anything. At worst, when the City levels up again, the new stuff it places might overlap with whatever you placed yourself - or you might push it past the Build Limit, which WorkshopFramework lets you adjust anyway.
Do remember that as long as the settlements are properly linked via Caravan Plots, the resources can be pulled in from the entire network, not just the stuff at that specific settlement.

If Settlers are just standing around doing nothing, but they have proper assignments etc, it's PROBABLY a vanilla issue - if there's too much other things for the game to process, Settler AI is one of the first things it stops processing to try to make room to work on whatever else it's doing.

I figured that I just didn't wanna do it and fuck up my game. And if I build the storage containers do it on the edges of the settlements. But once again - PATIENCE IS A VIRTUE AND needed in this mod.

Yep. It's recommended to every so often park your character in an out of the way corner of a settlement, staring at a wall (so there's less load on your system), and just leave the game unpaused for a while and go do something else, to give all the background operations time to work without any interruptions.

good advice thanks... by the way are there any blueprints on what the settlements will look like or screen shots

Not really, apart from the ones on the NexusMods page. Although, I seem to remember someone did "video tours" of the ROTC Cities on Youtube back during SS1 days, and as far as I know most of the plans haven't been changed MUCH since then.
