Settlement Desk Improvement

Could it be possible for the Settlement desk to show you a list of the different areas complete with all the current builds available in each category? Could it be possible to change out "starting builds" in starting classifications before you create settlement?

Will settlers ever actually clean up trash and weeds and such as the settlement progresses from level one to two or three ? Should you clean a settlement before starting a create settlement ? Should there be a way to implement what is safe to remove and what is not as the settlement build relies on the house or garbage to build on ?
 
Settlers will never clean up. There are recommended cleaning mods - Clean My Settlement at Fallout 4 Nexus - Mods and community (nexusmods.com)
and Raze My Settlement at Fallout 4 Nexus - Mods and community (nexusmods.com) These do not break precombines
If you use any city plans, they will replace everything you have already scrapped so everything is safe to scrap, unless you're using Scrap Everything mod which is not recommended.

I'm not even sure what you mean by 'different areas'.
And they only build or remove what the City Plan's maker told them to when they made the Plan in the first place. Most City Plan makers don't use the "clean up" mods other than the ones NDQ linked while I was typing, for game stability reasons.

"starting builds" I am referring to when you first build a settlement, cleaning up the garbage before you start the settlement build is apparently preferred. If you do it after the build you might damage the settlement. But the settlement adds back any garbage that is needed for the build apparently so its best to clean up if you wish before the command to tear down the settlement.

You can scrap after the settlement builds without damaging it. Especially if you're not using Scrap Everything. Just save before you scrap stuff in case you accidentally scrap something you didn't want to or something that hides a graphics glitch
 
Generally what ever is needed for the city plan will be built by the city plan. So in sanctuary if you scrap the junk houses and a city plan needs one of them it will rebuild it. So basically this is what I do before starting a city plan I run raze my settlement and let it scrap everything , then I run clean my settlement and let it remove all the brush vines and junk. Then I go through and scrap anything they missed by hand.

after that I choose a plan to build or I build from scratch , now if I extend to build a junky settlement I’ll save the scrapping process and just run clean my settlement to remove the brush vines and junk. Then I assign a settler to the desk pick a city plan and let it build , after the city plan builds I do any tweaks that are needed like fixing wiring or scraping stuff.
 
And trust me I wish the settlers would clean up the place to me that would have been so immersive , you leave do a few quests come back and a few trash piles are gone. Or you know sturges fixes the holes in the walls one day would have been so great but the hardware when this game came out could hardly run the game as it was.

what area of the build do you focus on to delete the whole plot? or do you have to delete multiple things to remove it ?

To delete an entire plot , click on the ASAM, click Advanced, click Destroy Plot, or go into workshop mode and store or scrap the ASAM.
