Solved Settlement choice menu isn’t showing any settlements

I’ve been looking through forum posts and troubleshooting guides, as well as watching any video pertaining to conqueror and making it work, to no avail. Only one other post(now archived) had the exact same issue with no solution posted.

When I go to start a brand new game with only the required mods installed for conqueror, as well as conqueror itself, the pop ups work just fine, but when I go to choose which settlements build and which don’t, both lists are empty. I played about an hour into a playthrough after this issue and no settlements built(no surprise). I’ve reinstalled mods and messed with the load order, still not working. I was hoping someone could point me in the right direction, i’d love to play this mod.

Do you have just SimSettlements and Conqueror installed?
or
SimSettlements 3n1 and Conqueror installed?

I am pc so just trying to help as I don't know how this works with xbox but city plans need ROTC "Rise of the Commonwealth"

If you can get it installed make sure you have the 3n1 installed then please come back and maybe one of our xbox community members will have already or can give more insight. :bye

But I hope this is what will get you going. :pilot

I used the standalone Sim Settlements and Conqueror. I get that RotC is necessary for city plans, but I didn’t have any of those downloaded. My issue was that I couldn’t choose which settlements “auto-built” because there were no settlements in that menu whatsoever, so when I visited settlements in that save, none were built; it was basically the vanilla game. Regardless, I appreciate your help

Ah, that makes sense, I had no idea RotC contained city plans. I thought city plans were something I could choose to use, didn’t realize they were necessary. I’ll try that and see if that fixes it. Thank you
