Settlement boundaries and NPC pathing

If I create a row of plots so "entry/front" side is on "edge" of settlement boundary, and "walkway" is just outside settlement boundary, will NPCs use walkway to enter plots, or do they "hit an invisible wall" at boundary?

Is there a mod that will make settlers sandbox outside the settlement area without altering the settlement? After all, settlers will happily leave the area to go chase bad guys.

No. Settlement boundaries need to be changed for that.
