Question Sanctuary Plots Randomly Changing

I've built up a good sized city in Santuary - between 42 and 45 plots. The city is at 25 pop and pretty much done from a build perspective. A mix of residential, commercial, industrial and 3 advanced industrial.

First issue was my logistics station (industrial plot) changed to a scrap station, but with another random plots set of decorations overlapped on top of the scrap station. Those decorations, computer consoles and such are unscrappable, and can't be interacted with using the console disable command. This was in a custom building, and they were interior plots.

Next a bar commercial plot changed into a clothing store, several houses went from level 3 of one house to level 1 of another house. Then my advanced industrial which was a brewery, reset to a regular industrial salvager building.

This is entirely a hand build settlement and not running a city plan. Is this a bug? Can I save this place because it's like my settlers have to decided to build whatever they want.

So far none of my other settlements are doing this. --Thanks
 
Another plot in Sanctuary went nuts. An indoor commercial plot was a level 3 clinic. There's now an entire kitchen built right over the clinic gear and an advanced industrial plot broke so bad it said to use the immersion breaker breaker on it. Did so but it didn't fix anything.

Anybody have any ideas?
 
Seems like an interesting bug. I've heard some people say they won't use Sim Settlements in Sanctuary. I'm trying to understand if this is a known bug, and people just avoid it, or is this something new.
 
I had a residential plot just randomly switch to another residential plot at Red Rocket earlier today, but so far (a few hours of gameplay) it has stayed changed back to what it was supposed to be after switching plans on it. First time I remember seeing this, but that doesn't necessarily mean it's never happened to me before. :rollseye

I don't personally often like to run a city plan in Sanctuary to avoid adding to the whole Triangle of Death issue. Or if I do, I won't at neither Red Rocket or Abernathy and try to keep them small too.
I don't know if it makes any difference, but this save is running a city plan in Sanctuary, some SS plots at Red Rocket and Abernathy isn't even claimed.
