Sanctuary on alert bug

I recently returned to Sanctuary to "discover" it. Kinda like what happens with those gunner attacks on a settlement, though there was no quest or hostiles. Now the settlers just run around with weapons out. I can't initiate the quest with Sturges to teleport into the Institute. I build the teleporter & he's ready to send me, but then runs away like he (& all the other settlers) are looking for hostiles. Any advice?

Look in the bunker. There may be a hostile hiding there.
 
if there is a hostile around, this behavior would be consistent. fallout is weird about how it decides your in combat. inherited weirdness all the way back to oblivion at least. (morrowind didn't have fast travel, right? i wonder if it had troubles determining if you were in combat back then)

Consider the console command KAH, which will kill all hostile NPCs in the loaded cells. should rule out any noclip raiders hanging around.

Sorry, Nothing in the cellar & KAH did not work.
 
I've seen this at another settlement and kah did nothing as well. It's my recent playthrough that has glitched out. mine is at Oberland and I sent settlers away and called town hall and reassigned after kah didn't work and nothing worked. No city plan applied, settler set to mayor and I made my own layout with plots. not sure it's helpful but figured I'd add more information in case it is useful for troubleshooting.
