Salvage Crew Standing Around (XBOX ONE)

Had an issue over the past two days where the salvage crew would just stand around and not do anything. I had 2 people in red rockets that just stayed in the base. I had 2 people stand around a cache and never picked up or delivered anything. I dont know what might have caused the issue, but basically they dont go collect anything.

I was able to resolve the issue by uninstalling the mod, start from last save, then save again, reinstall the mod and the load the new save. SO it was like it was never installed before. Since doing that however, those containers that did contain salvage are now permantly looked and i cannot open them
 
I was able to reproduce it, after reinstalling, it worked once, then stopped working again. I think it might be the JOURNEY mod (as well as other below that are marked) that might be causing the problem, but have not be able to verify. Here is my current load order... Look forward to any and all help, because without Salvage Beacons, I would really not like this game as much :)

The NPCs don't actually have to go anywhere, so if something is only preventing that part, the mod will still work.

Best way to test is to set up a beacon for pick up and then sleep or wait for 3 days (which is the maximum amount of time a delivery can take if the scripts are working), and then check if the delivery worked.
 
I have tried that multiple times and it just is NOT working. I dont know what is causing the issue, but was hoping with the load order that someone might be able to see a conflicting mod. I will slowly strip out and see when it start working again. ugg.
 
If you go into one of your settlements with a Comm Station, dump any beacons you have in your inventory into the workshop, craft a new beacon, build a container, and place a beacon in it, how far through these steps can you get?

1. Settlement select menu comes up (if so, send it to the settlement you're in)
2. Salvage team spawns somewhere in that settlement.
3. Salvage team walks to container.
4. Salvage team walks from container to the spot they spawned.
.... guessing not these next two, but just to be thorough:
5. Items can be found in workbench.
6. Delivery message.

So I was able to create new one and placed them outside of red rocket, by one of the house towards Concord .Slept for a couple of hours and boom, everything was retrieved. I don't know what is going on with this. I wondered if this could have anything to do with enemies respawning. So I went to one of my active beacons and this is what I found, (Check uploaded file), the salvage team sitting by the beacon eating some damn Noddles... LOL. They would not go anywhere, they just appear to be stuck .

Also one thing I noticed is that the salvage team never spawned.
1. Created container in red rocket
2. Place items and beacon.
3. Watched for a couple of minutes
4. Items returned notification came out and the beacon disappeared.
5. NO salvage team spawned .
 
I would also like to mention that it appears that there is other issues with this play through, cell spawn seems to happen after I enter and exit an interior or fast travel. Areas that are cleared, only stay cleared for literally less then 1 in game day. SO i might just have a corrupted game. :(
