Salvador stopped running, just repeats "follow me"

UPDATE: Disregard, my game decided to make a fool out of me and wait until after I asked for help to start working

Exactly what it sounds like. Trying to follow Salvador for Me and This Army? and he keeps stopping in this tree cluster near Egret. Every time I try to talk to him he just says "follow me"

I have tried:

• waiting 72 in-game hours
• clicking Salvador in the console and using command "moveto player"
• running off on my own to see if he will move (he does not)
• dragging him into combat using "moveto player" hoping that he'll start running again once combat is over (he does not)
• staring at the ground in case the game just needs a minute or so to catch up
• fast traveling away from Egret, then back
• shoving him using the mod Get Out Of My Face and waiting for him to stand back up

Any help for how to fix this would be greatly appreciated
