Question RotC: A list of what the default city plans are good for?

I've got a big water deficit across my various cities, possibly because a number of them are agricultural, and I'd like to do something about that. I'd rather not manually plop down a lot of water pumps, though, at least not long-term; I got RotC specifically to automate settlement stuff. And I only have one companion currently who isn't already busy running a place. Ideally, therefore, I'd found a settlement somewhere with a plan that puts down a lot of water stuff automatically for export.

Unfortunately, I don't know where the best place for that would be. In fact, I can't seem to find a list anywhere of what the built-in city plans are good at, and while I can plunk a planning desk down and get it to tell me what the plan is good for that way, I shouldn't have to. Can someone point me in the right direction?
 
Long-term you shouldn't have any food or water problems. However, plans often add a lot of water at later city levels, so you can run into a deficit in the meantime - it shouldn't be a problem, though. The default plans generally make sense - heavy agriculture where there is a greenhouse, for example. Sunshine Tidings will have a lot of water later (it has those huge tanks) and so will Warwick Homestead (since it's a water treatment plant). While Hangman's Alley, Starlight Drive-In and Kingsport Lighthouse are purely for trading and have little food and water production (the Lighthouse has none, if I remember correctly).
 
It looks like Graygarden is my primary water sink right now (I have more food than I know what to do with), so I'd like to shut it down for now. Would this work?
  1. Remove the city leader.
  2. Call a town meeting and send all non-robot settlers to other settlements.
  3. Be sure there are no caravans connected to Graygarden.
  4. Use the Local Self Destruct option to unbuild everything.
Also, I've deployed at Sunshine Tidings. Also also, I dug into the mod with FO4Edit and found the descriptions of the built-in plots; is there a good place for me to put that info?
 
if I want to reset everything, I usually use the town meeting gavel to scrap the settlement. remove city leader, and scrap settlement. The progress on scrap collection that can be view on settlement desk will stay.
