robots are not settlers

Good idea! I know Game Configuration Menu lets you adjust the penalty to Happiness from robots, but removing them from the settler count is beyond its capabilities.
While you're absolutely right, the game treats robots as people, just another "race" (like ghouls and children). Since robots don't eat, drink, or sleep, they shouldn't consume resources. Also, since they generally help people, they shouldn't count against Happiness. They could even count toward defense, even if just 1 point each, though Assaultrons and Sentry Bots should be worth more — a lot more.
