Please forgive the question, but did you activate Sim Settlements through the 2078 City Manager holotape? If you did, then the city planner's desk is one of the first items within the Sim Settlements menu, which is all the way to the right in the workshop menu. It will be Sim Settlements > Furniture

Wait, is that something you do in addition to just playing the tape the first time? I never got a separate Sim Settlements menu. Al the plots are in Special and the Planners desk is under Crafting.

Playing the tape the first time is what adds everything to the workshop menu, but I did not realize you were on XBOX One, so I cannot say for certain then, we need to wait till someone else can confirm :D But yes, on the PC, Sim Settlements has it's own menu.

I think settlement menu manager puts them in seperate menu's, without it the plots are under special, and the desk is under crafting.

Looks like SMM is needed on PC as well. I just installed it and all the Sim Settlement items moved to their own section.

You need to get Sim Menu Manager for Xbox, it will group all of the SS items together in the workshop.
