Twice now I have been lucky enough to make the finalists roll in the in the City Plan Contest, and both times it has been an extremely frustrating experience. Why? Rule changes or ‘clarifications’ that are applied retroactively to already-submitted work.
When I (and I would think everyone else too) sink the time and energy into making a city plan for the contest, my expectation is that the rules are known and fixed for that submission period. I don’t think that is unreasonable - do you?
Yet each time, time and effort has been wasted either through submitted material being cut, or by having to go back and update an already-submitted plan - due to rule changes not published until up to two weeks after the closing date of the contest!
In all fairness to those running the CPC, they have done their best to be accommodating in allowing the submission to be updated to the new rule. This should not be required, however, as rule changes should affect material going forward, not material already submitted!
Can anyone here provide advice on the best way to ensure time and effort on all sides isn’t wasted in the future in having to go back and update submissions due to retroactive rules changes? …beyond just not spending the time and effort making a plan for the contest in the first place, I mean.
