Bug Residential plot menu missing

Yes he has the magazine and stranger showed up to give him the quest and the sensor. We tried hitting the unlock all plots button in the cheat menu but this doesn't do anything either. None of the plots show up in the SS2 menu
 
After the recent update, I'm having the same issue on Xbox One X as well. Jakes hands me the ASAM and tells me to build a residential plot but once you go into the workshop there are no plots but only the City Planner desk, foundations etc. It worked with the previous update.
 
We did a fresh install and rolled back to version c. No other Mods installed except SS2, WS Framework, HUD Framework, MCM
Still have the same problem.The Plot does not appear in the build menu. I also noticed that Jake doesn't follow him around saying his line to put down the plot anywhere you like.
 
By any chance did you update to the latest Workshop Framework? There has been one.....

Also, make sure WSFramework is in load order before SS2... and place SS2.esm plugin as low as it will go.

Not sure then... has worked every time for me. These are generally the common mistakes, Load Order, or something is not updated fully... either the game, script extender F4SE if you use it, versions etc... or trying to use an old save game or whatever... something else is not right with your setup to conflict with SS2. Even with me running with 400+ mods (@RayBo can confirm what I do), I don't have any issues with quests, bugs, or missing anything....(edited to say - I have only just got the find the SM from the 2 in the basement - so perhaps later?)

When in doubt, start at the beginning and check again.

Okay thanks for the Help. We´ll try a fresh install tomorrow maybe something messed up with old mods loaded from the FO4 Mods menu.
On my own playthrough I ran into some minor issues that were easily fixed with the load order. Currently I'm setting down the asam sensors for the locactor beacon quest. Boston Library is bugged and doesn't work I'm now going to check the other locations.

Edit: I put HUD Framework to load before SS2 cause I had some Issues. I made a rule for SS2 to load after. Is there a more ellegant way?
Edit2: Just tested the medical center beacon and it works!

Same issue here. The ASAM is in my junk folder and cannot use it. Previous edition worked okay but i found SS2 and SSK Fast Start Minutemen conflict if you let the mod deal with the whole save Preston deal. Jake still thinks they are in trouble and you cannot use any console commands to advance as the quest has been "stopped"
Going back to version d and see what happens
 
I am creating new profile and will help do some testing. Will let you know.

This has just happened to me too. Fresh save, just got to Sanctuary. Stranger gives me an ASAM. Open the Workshop menu. SS2 menu is there, but no plots menu (but other options exist). All requirements installed and in proper order.
 

Go here for those having issues - Version 1.00E - Tutorial started - just hook up the Beacon.

I mean, the problem for me isn't that he's not showing up. He does. He gives me an ASAM. The SS2 menu is there and so are several SS2 submenus. But no plots.
 
Same issue here on Xbox, started a new game last night after being unable to complete Memory Lane.
Jake gives ASAM but no plots showing under Sim Settlements in the workshop menu, other build options there but no plots.
If I go back to the save with the Memory Lane issue I can build plots.
