Question red rocket, Green top's city plans percent are stop

red rocket lv 2 - lv3 upgrade percent is 55% by sim settlement hud (city planner desk says 54%) optimized version, leader is sturges.

green top's city plans lv 2 - lv3 upgrade percent is 68% by sim settlement hud (city planner desk says 69%) optimized version, leader is daniel finchi.

red rocket's city plan progress now is second time. there was a same issue (lv 2, stucked 55%) at first time so i did local self destruction and tried city plan again and still in the same issue.

in game time about a month have passed already. mean while, other 13 settlements city plans are finished lv 3 perfect (4 optimized, 9 complex)

i tried several city refresh and sleep 24 hours but those two settlement doesn't fixed at all..

dismissed city leader then assign leader again doesn't works neither..


could you guys help me please?

Just a few things to check; are those settlements fully populated? Do the settlers all have work and beds/residences? Are all the plots levelling up? Are all the settlers needs being met and what is the happiness like? The last two being below required levels could be preventing the settlement's plots from levelling up and increasing the overall percentage.
