Recruitment Beacons vs Comms Plots

Hi all,

I've built plans incorporating Communications plots from L0 (in locations with pre-existing, assignable settlers) as the recruiting tool, which seems to meet the requirement of the checker in the City Plan Assistant as "something similar that can bring new settlers in":

I have been receiving pushback that this doesn't actually meet the requirement, on the grounds that players running with Designers Choice set to "off" may end up with a city without a recruitment option.

Could we get clarification on whether a communications plot is acceptable as a recruiting tool in the City Plan Contest? If not, then can we either have some information on what is an acceptable alternative or have the message in the City Plan Contest Assistant changed?
 
Yes - and a Communications plot functions as a beacon to recruit settlers, which seemed to satisfy the requirement in the base CPC rules. I see that you have been clear that this does not qualify in your second post just now. In this case, can we please get the City Plan Contest Assistant message corrected since there are apparently no acceptable substitutes?
 
The rules in the first link specifically ask for a Beacon. Some settlements will come with similar functionality already installed, such as Vault 88.

A Communications Plot functions as a beacon. A Communications Plot is not a beacon.
 
Yagisan is correct.

The biggest issue with the Comm building is the settlement will stall out if no one gets assigned to it, the City Plan will effectively stall out.

I made the message in the CPC a little vague in case we add alternate beacon models to Wasteland Reconstruction Kit, or as was mentioned the Vault 88 exception.

When fuzzy rules like this come up, we're happy to make exceptions for people on the deadlines and give them time to update their plans. The stakes are too low for us all to get too strict on deadlines over something like this. We're a small community just trying to bring the best experience possible to people who play with the mod and your City Plans.

I would also like to clarify that Yagisan and Sirlach are the primary managers of the contest, so they usually speak to the rules and if close exceptions come up, I'm often involved in the discussion and help make the decision.
