If you use both, you will get pretty much get near the full treatment to clean up the down under of any messy settlement.

I agree with RayBo.
What you are asking for is outside the scope of SS2 for everything except City Plans
Additionally, as RayBo pointed out, there are already mods that do what you are asking for so there is no need for SS2 to do the same thing.
