Question - Custom Settlement - Draws and Triangles

So, I have been working on a custom settlement - Vault 111 by Ragoda. I was hoping to turn into a city plan... but I have a question before I get too far into the build - for this direction.

When I do the workshop check for triangles and draws, I get a value. Reasonable. But when I check for max triangles and draws it says 0.00 …

I think I have seen one other city plan for this settlement, but I am confused about the 0.00 … I have not expanded the build limit... so as far as I know it is 1x? or does the 0.00 mean unlimited? Or a major error and don't pursue... or is it something that can be fixed?

I don't use that particular settlement, but as others have mentioned, that's an "unlimited" build budget.
Does that one break the main quest?

I think I have seen one other city plan for this settlement
