Question about city plans on existing settlements.

So I have two questions mainly regarding ROTC. All the SS expansions are new since the last time I played f04 using the mod. 1. I wanted to use the city plan for sanctuary. But I had already built it up previously to where it had 14 settlers before using the plan. I get that it will tear down the settlement and built it up new...eventually. But will all 14 start building houses on the plots or would I have to actually wait for the city to be upgradeable to have the space to house them? 2. Should I even touch any of the now returned ruined buildings? I had tried after I initially used the plan and got a CTD after scrapping one of the ruins.
 
Your settlers will start to build plots once they are available,i don't recall the numbers for sanctuary foundation but just makes ome extra beds if there isn't anough plots.
Some of those buildings are needed in the sanctuary plan so best not to scrap them ,maybe at level 3 once its all done you could scrap them and customize that area.
 
Well thank you. I guess I'll do that. Sanctuary is my fastest growing settlement, so ill prob turn off the recruit beacon until the new build catches up.
