In addition to the changes from 1.0.9b, this includes the following:
  • Fixed a bug that would cause plots to not count resources provided by other settlements through the caravan network when calculating if the plot could upgrade.
  • Added a new craftable item at the City Planner’s Desk called City Manager Tools. This is an aid item that will bring up a menu of many of the tools and menus SS2 offers.
    • This is designed to be a quick access tool for users who don’t have access to MCM hotkeys, so they can avoid having to commit so many slots on their favorites bar.
    • Currently offers access to: Town Meeting Gavel, ASAM HOLO Icon Toggler (requires unlock), ASAM Tracking (requires unlock), Vit-o-Matic Tracking (requires unlock), Resource Panel Report View, and HUD Position Controls.

Both of these should be hugely impactful. The first truly allowing for Caravan Services to provide the experience it was meant to, where you can have settlements dedicated to different resources, and still have your plots upgrade in settlements that rely on the caravans for Food/Water. The second change gives access to HUD Controls, and the Resource Report view to non-MCM players.

I've also posted this build to the XBox PTR Build, in case anyone wants to try it out there. Note that the RotC fixes require an update to WSFW and RotC which are not available on our Xbox until Friday.

Note - if you had used Beta 1.0.9b on the same save, you will have a small issue using the HUD Positioner where it shows [...] for the panel title, should not affect saves that are seeing this for the first time.

Thanks for the update, especially for the caravan services! One thing I noticed with the new patch (on an existing game from the latest stable) is that the bars and resource hud have now disappeared, and even if I change to 'never show' back to 'always show' in the mcm, it still doesn't seem to appear.
 
The patch has to reboot the HUDManager quest, perhaps it failed to restart for you.

Can you run the console command sqv ss2_hudmanager and screenshot the results?
 
See attached. When using the command, if I enter the workshop mode the HUD appears and stays following exiting workshop mode. If I save and reload though, the HUD disappears again until the command is re-entered. Current HUD settings are to never hide either hud element. Let me know if you were looking for a different screenshot.

The command would have no impact on whether it displays or not, likely just coincidence. The command is basically just log dumping some info about the quest.

That screenshot shows the quest is running, so I'm not sure what the issue is you're having.
 
For now I at least have a temporary fix. Will see if others encounter the same issue and will continue to do some troubleshooting on my end. I appreciate the help given, definitely gives me a starting point.

The HUD its been f... making love to me from the first versions of SS2, that's how lovely I am. With the 1.0.9 v I use a solution that have a random behavior (sometimes work, sometimes not). In MCM, I select that the HUD meters stay hide always. After that I assign hotkeys to pop up the same indicator. Then, in the settlement, after I see a flash of the resource panel, I push two times (yes two) to activate manually the HUD indicators. When I lucky it works, but always until I open the workshop. After open and close the workshop the HUD will never come back (I suppose that leaving and come to the settlement reactivate it, never tested that way). I dunno if that procedure can work in the 1.0.9 c...

New versions are all on nexus - I would go with those.
Workshop framework, SS2, and ROTC.
I already know in certain versions a upgrade of HUD or WSFW is required. Probably I explain bad myself, what I mean was if I can upgrade from 9a to 9c without RoC. Or you mean the betas are only for testing, not for a normal play (I play always almost all versions I've found here)?
