Problem with How To HQ

Can’t seem to get enough people to start any projects because I don’t have enough living space, but I also can’t create any living space because I don’t have enough people. Any advice would be much appreciated.

Doing the How to HQ quest, you build a Living Quarters for 6. After that, you should have enough resources & facilities energy to build a severak 2 person Living Quarters or the Living Quarters for the Department Heads, if you build them one at a time.
You should have 10 people for the Tutorial. If you do not, you will be short resources. Use the City Manager Holotape. Go to Tools>Advanced Tools and select "How to HQ population fix" to resolve.

As your Facilities Staff grows, usually around 10 people, you can start buliding Living Quarters that can house 4 or more.
I've updated the Floor Plans for the Main Floors (upper & lower) marking the rooms that can be 2 person, 4 person and Department Head Living Quarters.

What happens when I build the department head quarters? Does it free up space in the living quarters?

Do you mean a Department Heads Living Quarters? It gives that Department Head a room designed for them to live in. So those Living Quarters give 1 bed.
You can decide to make those rooms a Living Quarters for 2 instead if you like.

Ah ok thanks. I know what to do know so know I need to figure out how to restart my settlements because my infrastructure is worse than the current state of my controllers.
