Old Post Preston (Useless) Garvey not leading any settlements?

Why can't i get Garvey to lead any settlements. When i place one of the city manager tables and search for available city leaders, he is not there even when he is not my companion. Also when i enter workshop and try to assign him to the city manager table, i get a pop-up saying he is not interested in leading the settlement. I have tried this in Sanctuary and in The Castle. How do i fix this?!?!?

Sometimes this happens if one of the quests he is involved in is stI'll running. Have you finished all the Castle quests?

Yeah, i have played the game for a total of 1 day, i have found the Institute.
