Bug Pre built nordhagen beach has duplicate plot

Nordhagen beach seems to have placed 2 plots in the same place.

I don't own the settlement and this is the first time i've been here.
I tried refreshing the plots and the plans.

Because I don't own the settlement, I don't know what plan it is or what is supposed to be there.

I am not sure if this is just a ROTC bug, but because it was pre built I made the report here.

Can anyone make any suggestions?
Is there a console command I can run on the plot to just remove one?
Will this affect the city plan (i've set them to upgrade themselves over time)

I discovered the same thing just now from the RoTC version. I am using Conqueror, and waited in the vault until the 4/4 was complete. There's a regular Industrial sitting in the same spot as an Advanced, which was a Newspaper. I don't have control of the settlement, so I couldn't remove anything. I suppose the MCM would still allow me to "refresh' the city, but seeing as this appears to be part of the plan (unintentionally), a refresh wouldn't remove whichever was the wayward plot, is that right?

Update: I found a duplicate agri plot at the RoTC for Abernathy. I imagine the industrial plots being layered over each other is some code seeing we have Industrial Revolution and trying to replace a base plot for an advanced one, but this agri plot is something different. Are there two plots in the plan itself by accident or something Conqueror's startup had trouble with?

I had it place a second workshop settlements at Warwick, so must be some hickups in the transferring process.
